インターネット検閲と監視(2025年)
V-Demが評価した2025年の政府によるインターネット・フィルタリングの実態。V-Demのソーシャルメディア検閲とソーシャルメディア監視の2枚の地図も収録。
Grey means there is no V-Dem value to show for that place. Either V-Dem does not cover it (dependent territories, Antarctica, some smaller states), or, for Kosovo and Somaliland, our country outlines are not yet linked to V-Dem’s entry. All other values are V-Dem’s, unchanged.

What the maps show
Three indicators from the V-Dem Dataset, version 16(March 2026), for the year 2025. They belong to V-Dem's Digital Society Project. Each map shows one indicator, with V-Dem's own name, question and answer categories:
- Government Internet filtering in practice (v2smgovfilprc): “How frequently does the government censor political information (text, audio, images, or video) on the Internet by filtering (blocking access to certain websites)?” The map on this card.
- Government social media censorship in practice (v2smgovsmcenprc): “To what degree does the government censor political content (i.e., deleting or filtering specific posts for political reasons) on social media in practice?” Open this map.
- Government social media monitoring (v2smgovsmmon): “How comprehensive is the surveillance of political content in social media by the government or its agents?” Open this map.
How V-Dem arrives at a category
Several country experts answer each question for each country and year. V-Dem's measurement model combines their answers, allowing for disagreement between experts and for each expert's use of the scale. The maps use the model's _ordvalue, which V-Dem describes as the most likely category on the original answer scale, from 0 (most repressive) to 4 (least). The legend labels are the opening words of each of V-Dem's answer categories. Social media censorship has no short form, so its legend quotes the whole answer, leaving out only the closing reference to V-Dem's clarification notes.
What GeoCanvas decided
No values were changed, combined or reclassified. Two things are ours:
- The colours. They are taken from the template Internet Censorship and Surveillance World Map by Jeffrey Ogden (W163) on Wikimedia Commons (CC0). That template has four levels and V-Dem has five, so the light green for category 3 is ours.
- Grey means no data. See below.
Countries in grey
A country or territory is grey when the map has no V-Dem value to show for it. V-Dem v16 scores 179 countries for 2025, so the outlines left grey include dependent territories such as Greenland and Puerto Rico, Antarctica, Western Sahara, Northern Cyprus, and a number of smaller states such as Belize, the Bahamas, Brunei and Andorra. Kosovo and Somaliland are scored by V-Dem, but the country outlines used here do not yet link to those entries.
Two places are divided differently by V-Dem than by the outlines, which have one shape for each. Palestine is shown with V-Dem's “Palestine/West Bank” entry; its separate “Palestine/Gaza” entry is not shown. Tanzania is shown with V-Dem's “Tanzania” entry; its separate “Zanzibar” entry is not shown.
